§21-946.
   
   Any house, room or place where any of the games prohibited by Section
   941 of this title are opened, conducted or carried on, or where
   persons congregate to play at any such games is a public nuisance and
   the keepers and managers of any such nuisance, and persons aiding or
   assisting any such keepers or managers in keeping or managing any such
   nuisance shall be guilty of a felony and, upon conviction, shall be
   punished by a fine of not less than Five Hundred Dollars ($500.00) nor
   more than Ten Thousand Dollars ($10,000.00) or by imprisonment in the
   State Penitentiary for a term of not less than one (1) year nor more
   than ten (10) years.
