§24-91.
   
   Whosoever, whether principal, agent or attorney, sends or causes to be
   sent to persons, companies or corporations out of the State of
   Oklahoma, any claim for debt to be collected by proceedings in
   attachment, garnishment, or other mesne process, or which is
   thereafter attempted to be collected, when the creditor, debtor and
   person or corporation owing for the earnings intended to be reached by
   such proceedings in attachment or garnishment, are all within the
   jurisdiction of the courts of the State of Oklahoma, shall be deemed
   guilty of a misdemeanor and upon conviction thereof be fined for every
   claim so sent in a sum of not more than One Thousand Dollars
   ($1,000.00), nor less than Five Hundred Dollars ($500.00).
