§3A-411.
   
   A. An applicant for an initial organization license shall, prior to
   applying for such license, twice publish, in such form and containing
   such information as the ABLE Commission shall by rule prescribe, a
   notice of its intention to apply for such license, once a week for two
   (2) successive weeks in a legal newspaper of general circulation
   within the county of the location of the licensee. Proof of such
   publication shall be filed with the Commission.
   
   B. Upon an application for a license being filed with the ABLE
   Commission, the Commission shall give written notice of the
   application to the district attorney, county sheriff, city attorney,
   and chief of police or marshal of the municipality and county in which
   the applicant will be doing business.
   
   1. The written notice shall be provided by regular first-class mail
   sent not more than ten (10) calendar days from the date of receipt of
   the application.
   
   2. The written notice shall contain the name of the applicant, the
   location at which the organization or business entity will be doing
   business, and the date on which the Commission will consider the
   application.
   
   C. Applications for any of the licenses provided for in the Oklahoma
   Charity Games Act, Section 401 et seq. of this title, shall be on such
   form as designated by the Commission.
