§47-1105.4.
   
   A. The Oklahoma Tax Commission shall provide informational
   publications to the Oklahoma Motor Vehicle Commission, Oklahoma Used
   Motor Vehicle and Parts Commission, and every person and business
   licensed by the Oklahoma Motor Vehicle Commission or Oklahoma Used
   Motor Vehicle and Parts Commission concerning any amendment, repeal or
   addition in the Oklahoma Statutes or the rules and regulations of such
   Commission relating to motor vehicle titles or motor vehicle
   inspections within forty-five (45) days of the effective date of any
   such amendment, repeal or addition.
   
   B. The Oklahoma Tax Commission shall publish a booklet every two (2)
   years concerning state laws and rules and regulations concerning motor
   vehicle titles and motor vehicle inspections. This publication shall
   be made available to any person upon request.
   
   C. The Oklahoma Tax Commission shall provide informational
   publications to financial institutions concerning any amendment,
   repeal or addition in the Oklahoma Statutes relating to motor vehicle
   titles within forty-five (45) days of the effective date of any such
   amendment.
