§47-159.5.
   
   The Director of Public Affairs shall appoint and fix the duties and
   compensation of a Director of the State Motor Pool Division and such
   other personnel as may be necessary to implement the provisions of
   Sections 159.1 through 159.10 of this title. The Director of the State
   Motor Pool Division, subject to the approval of the Director of Public
   Affairs, shall promulgate and adopt such rules and regulations as are
   necessary for the efficient and economical operation, maintenance,
   repair, and replacement of the motor vehicles under its control, and
   shall require the keeping of such records of costs and operations and
   the making of such reports as will enable the exercise of proper cost
   controls.
