§47-169.5.
   
   If the carrier fails to process loss or damage claims as provided in
   Sections 169.2 through 169.4 of this title, or to express declinations
   of said claims in writing with proof of nonliability, said carrier may
   be fined by the Corporation Commission an amount not to exceed Five
   Hundred Dollars ($500.00) upon hearing of a complaint filed with the
   Commission. Failure to pay the fine or resolve the complaint will
   result in a hearing by the Corporation Commission to determine if the
   operating authority of the carrier shall be revoked.
