§47-226.1.
   
   Any city or town of this state may, pursuant to and subject to the
   applicable provisions of the Constitution and laws of Oklahoma, grant
   to any person, firm or corporation a franchise for the operation of
   auto buses, as herein defined, for the transportation of passengers
   for hire within the corporate limits of said city or town.
