§47-253.
   
   Any person, holding a valid operator's license, technician class or
   better, issued by the Federal Communications Commission, and who is
   also the owner of a motor vehicle currently registered in Oklahoma, in
   which has been installed amateur mobile transmitting and receiving
   equipment, shall be entitled to two special vehicle identification
   plates as herein provided. The identification plates herein provided
   for shall be the same size and color as Oklahoma automobile license
   plates, shall be issued to the individual and not for a vehicle, and
   shall not be transferable from one person to another. Application for
   such identification plates shall be on a form prescribed by the
   Oklahoma Tax Commission and the plates issued to such applicant shall
   have stamped thereon the word "Oklahoma" and bear the official call
   letters of the radio station assigned by the Federal Communications
   Commission to the individual amateur operator thereof. All
   applications for such plates must be made to the Oklahoma Tax
   Commission on or before the first day of October of any year for such
   plates for the following calendar year and must be accompanied by a
   fee of Two Dollars ($2.00) together with a certificate, or such other
   evidence as the Commission may require, of proof that applicant has a
   valid technician class or better amateur operator's license and proof
   of his ownership of a vehicle in which radio receiving and
   transmitting equipment is installed. Applicants shall only be entitled
   to one set of special identification plates in any one (1) year, and
   such calendar year shall be stamped thereon. The right to such special
   identification plates herein provided for shall continue until the
   amateur radio operator's license of the person to whom such plates are
   issued expires or is revoked.
   
   After any such applicant has regularly registered his vehicle for the
   calendar year for which he has applied for such special identification
   plates, he shall furnish the Oklahoma Tax Commission evidence of such
   current registration, including the regular Oklahoma license plate
   number assigned to his vehicle, and the Oklahoma Tax Commission shall
   then send applicant the special identification plates which it has
   obtained for him. The special identification plates herein provided
   for and issued to an applicant as an individual may be used on his
   vehicle in lieu of the regular Oklahoma license plates, provided, that
   upon the transfer of the title to such vehicle said special plates
   shall be retained by applicant and the regular Oklahoma license plate
   assigned thereto shall be attached to said vehicle.
   
   All fees collected for such special identification plates shall be
   paid by the Oklahoma Tax Commission to the State Treasurer and
   credited to the General Revenue Fund of the State Treasury.
