§47-438.
   
   It is hereby declared the intention of the Legislature that no
   section, paragraph, sentence, clause, phrase or word of this act is an
   inducement to the enactment of any other part or portion of the same;
   and if any part or portion of this act should be held by any court of
   competent jurisdiction to be unconstitutional, such decision shall not
   affect the validity of the remainder of this act.
