§21-865.
   
   As used in this Act the terms hereinafter enumerated shall have the
   following meanings:
   
   "Child" means an unmarried or unemancipated person under the age of
   eighteen (18) years;
   
   "Person" means any natural person, corporation, association,
   organization, institution, or partnership;
   
   "Department" means the Department of Public Welfare;
   
   "Foster home" means a home or other place, other than the home of a
   parent, relative within the fourth degree, or guardian of the child
   concerned, wherein a child is received for permanent care, custody and
   maintenance.
