§22-990a-1.1.
   
   When sentencing an eligible offender on or after March 1, 2000, to a
   community punishment, the sentencing court shall impose a deferred or
   suspended sentence and then proceed to determine at the sentencing
   hearing the terms and conditions of the community punishment which
   shall be ordered as conditions of the deferred or suspended sentence.
