§43A-3-104.
   
   There is hereby created a petty cash fund at the Central Oklahoma
   Community Mental Health and Substance Abuse Services Center, Norman,
   Oklahoma. The Director of State Finance and the Director of Mental
   Health and Substance Abuse Services are authorized to fix the maximum
   amount of this petty cash fund and the Director of State Finance shall
   prescribe the rules and procedures for the administration of this
   petty cash fund.
