§43A-3-308.
   
   Expenditures made pursuant to the Unified Community Mental Health
   Services Act, Section 3-301 et seq. of this title, shall be applied,
   whenever feasible, towards the following schedule of services which is
   arranged in decreasing order of priority:
   
   1. Development of mental health facilities, such as halfway homes,
   supervised apartments and other alternative living arrangements,
   enabling children and adults suffering from mental problems, drug
   addiction or alcoholism to make the transition back to their
   communities;
   
   2. Resocialization;
   
   3. Job training;
   
   4. Case management;
   
   5. Rape counseling;
   
   6. Counseling to victims of domestic abuse; and
   
   7. Consultation to law enforcement agencies on the apprehension of
   mentally ill persons.
