§43A-3-703.
   
   During the time of his stay in an institution within the Department
   the legal status of a prisoner admitted in accordance with Section
   3-702 of this title or Section 11-902 of Title 47 of the Oklahoma
   Statutes shall remain unchanged until the termination of his sentence.
   He shall not be discharged or permitted to leave the institution in
   which he is held, and the superintendent thereof shall have no
   authority to parole him. The time a prisoner spends in an institution
   within the Department shall be counted as a part of his prison
   sentence, except that, if a prisoner escapes from such institution and
   is retaken, the time between such escape and recapture shall not be
   computed as a part of the term of imprisonment. In such cases the
   procedure for the recapture and return of such escaped prisoner shall
   be the same as that provided for the apprehension, detention and
   return of escapees from penal and reformatory institutions.
