§43A-6-101.
   
   Nonresidents who have been admitted as patients to an institution
   within the department in accordance with the provisions of this title
   may be transferred by the Commissioner to similar institutions within
   the state where they reside. The Commissioner shall make arrangements
   with the appropriate agency in other states to facilitate the orderly
   transfer of nonresidents to the state in which they reside.
