§63-2-301.
   
   The Commissioner is authorized to promulgate rules and regulations
   relating to the registration and control of the manufacture,
   distribution, dispensing, prescribing, administering or use for
   scientific purposes of controlled dangerous substances within this
   state. All proceedings before the office of Commissioner shall be
   governed by the Administrative Procedures Act.
