§74-840-4.10.
   
   A. The Superintendent of Public Instruction and the Administrator of
   the Office of Personnel Management shall enforce and carry out the
   provisions of Section 17 of this act.
   
   B. The Administrator of the Office of Personnel Management shall act
   upon recommendation made by the Superintendent or his designee.
