§3A-611.
   
   Before issuing any license or sanctioning permit, the Oklahoma
   Professional Boxing Commission shall consider the following in order
   of importance:
   
   1. The preservation of the safety and health of the participants;
   
   2. The best interest and welfare of the public; and
   
   3. The best interest of professional boxing in general.
