§43A-2-212.
   
   The clinical director of an institution shall be directly accountable
   and responsible to the superintendent for the effective and efficient
   operation of the professional services and shall be delegated by the
   superintendent authority commensurate with his responsibility. He
   shall be a well educated physician, a graduate of a Class A School of
   medicine as classified by the American Medical Association and the
   Association of American Medical Colleges, licensed to practice in the
   State of Oklahoma, and should be a diplomate of the American Board of
   Psychiatry and Neurology or possess similar qualifications with at
   least two (2) years hospital experience in an institution dealing with
   care and treatment of persons who are mentally ill or who require
   treatment for drug or alcohol abuse.
