§43A-2-211.
   
   The business manager shall be a person of experience in the duties of
   his office and have a degree in hospital or business administration or
   its equivalent; however, stewards serving at the time of the passage
   of the Mental Health Law may continue as business managers at the
   discretion of the Board. The business manager shall be directly
   accountable and responsible to the superintendent for the effective
   and efficient operation of the administrative services of the
   institution. The business manager shall:
   
   1. Be the general business manager of the institution to which he has
   been appointed and shall be responsible and accountable to the
   superintendent for all business matters and financial affairs relating
   to such institution, including the general institution, farms and
   gardens, and all industries engaged in at such institution; and
   
   2. Have charge and supervision over the condition and repair of all
   buildings, improvements, equipment, and property of such institution
   to which he has been appointed, subject to the approval of the
   superintendent in care of repair and improvements; and
   
   3. Be accountable for the careful keeping and economical use of all
   furniture, stores, and other articles provided for the institution;
   and
   
   4. Make all requisitions for the institution, except those made by the
   superintendent, and preserve the original bills and receipts thereof,
   and keep full and correct accounts of the same, and copies of all
   orders drawn by himself upon the Office of Public Affairs; and
   
   5. Keep the accounts for the support of patients and expenses incurred
   in their behalf; and
   
   6. Have, with the approval of the superintendent, the right to
   appoint, direct, and discharge all employees except doctors, nurses,
   ward attendants, laboratory technicians or assistants and all other
   personnel charged with the medical, mental, or therapeutical treatment
   or care of any patient or inmate of said institution, which personnel
   shall be appointed, directed, and discharged by the superintendent, or
   clinical director with the approval of the superintendent. The
   business manager shall be charged with the keeping of all records
   relating to the entire personnel of the institution.
