§43A-2-210.
   
   In the absence of the Superintendent, his assistant superintendent
   shall assume all responsibility, obligations and authority of the
   superintendent of an institution. If the institution does not employ
   an assistant superintendent, the clinical director shall assume the
   duties of the superintendent in the absence of that officer. In the
   absence of the clinical director the superintendent may designate as
   acting superintendent any hospital officer approved by the
   Commissioner.
