§43A-2-209.
   
   The assistant superintendent, clinical director, physicians, business
   manager, and heads of several services of any institution, shall be
   considered as officers of the institution and shall be appointed by
   the Commissioner with the consent of the Board, upon recommendation of
   the superintendent of said institution. They may only be removed with
   the consent of the Board; but the superintendent may suspend them for
   good and sufficient cause, but in such case he shall forthwith notify
   the Commissioner in writing.
