§43A-3-419.
   
   A. The State Board of Health, upon the recommendation of the State
   Commissioner of Health, shall adopt rules and regulations establishing
   standards of construction and physical operation of the alcoholism and
   drug abuse treatment facilities. The rules shall include standards for
   hygiene and sanitation, safety, fire prevention, space requirements
   and food service. The rules promulgated by the Department of Health
   will not apply to any phase of the alcoholism and drug abuse treatment
   programs but will be limited to providing for the physical features of
   the treatment facility.
   
   B. Every treatment facility in an alcohol and drug abuse treatment
   program will be inspected at least annually by an authorized
   representative of the Commissioner of Health, who will make a formal
   report of such inspection and take such corrective action as is
   necessary.
